Analogous to the average number of periods of nonemployment for accessions prior to
the accession, the QWI system
measures the average number of periods of nonemployment in the state for individuals
who separated in the current
quarter, up to a maximum of four. When the QWI system detects a separation, it looks
forward for up to four quarters
to find valid UI wage records for the individual who separated among other employers
in the state. Each quarter that
it fails to detect any such jobs is counted as a period of nonemployment, up to a
maximum of four. The average number
of periods of nonemployment is estimated by dividing the total number of periods of
nonemployment for separations in
the current quarter by the number of separations in the quarter.
